About Dr. Neila Akrimi
Neila Akrimi is an internationally recognized strategist, institution builder, and advocate for inclusive, resilient, and visionary urban governance. For more than 25 years, she has worked across five continents, engaging with cities, governments, civil society, and international institutions. Her career has placed her at the forefront of some of the most consequential conversations about local governance, urban leadership, and democratic transition in the world today. Originally trained as a lawyer, diplomat, lecturer and researcher, Neila brings a rare combination of legal insight, academic rigor, diplomatic foresight and deep field experience to her work.
Her career spans public administration reform, international cooperation, migration policy, decentralization, local economic development, peacebuilding, and strategic city leadership. She has advised governments and municipalities on five continents, supported post-conflict transitions in fragile states, led multi-country programs across regions and authored landmark publications on inclusive governance and female leadership. Neila has founded and led organizations dedicated to strengthening local democracy, advancing decentralized governance, and building the capacity of city leaders, particularly women and youth, to lead with confidence, equity, and vision.
Her work has brought her into dialogue with mayors from megacities and small municipalities alike, from Nairobi to Oslo, from Bogotá to Beirut, from Jakarta to Tunis always with the same conviction: that the quality of local leadership determines the quality of people’s lives. She has helped create global knowledge platforms that bring together city practitioners from every region around applied leadership tools, peer learning, and city-to-city diplomacy. She currently chairs an international working group on capacity and institution building within the world’s largest network of local and regional governments, facilitating collaboration among development agencies and municipalities across the Americas, Europe, Africa, Asia, and the Pacific.
A committed feminist and equity advocate, Neila has trained, mentored, and empowered hundreds of women leaders on every continent to take their rightful place in public life. Her publication Changing the Face of Local Leadership remains a foundational resource for gender-transformative urban policy, used by practitioners and institutions worldwide.
CityCraft is the culmination of her global journey, a framework shaped by encounters across cultures, continents, and contexts, and offered back to the city leaders of the world with the belief that good governance, wherever it happens, shares the same human qualities at its core.
A Book That Arrives at the Right Moment
This book is my attempt to synthesize the insights, lessons, and convictions I have gathered over the years, and to offer something useful back to the urban leaders I have had the privilege of working alongside. It is grounded in lived experience, and oriented toward transformation. It does not propose a one-size-fits-all solution, but a flexible and values-based framework that leaders can adapt to their own context.
CityCraft, in this sense, is not only a governance framework: it is a feminist, ethical, and inclusive model for the cities of tomorrow. It is grounded in the belief that leadership must reflect the full diversity of the people it serves, and that care, justice, and collaboration are strategic capacities – not soft skills.
CityCraft is meant to be a new framework for city leadership and governance. A framework that is strategic, adaptive, and deeply human. Inspired by the concept of ‘statecraft,’ it reimagines local governance as a multidisciplinary craft that blends systems thinking, negotiation, foresight, ethical judgment, cultural stewardship, and inclusive development.
“The future is not something we inherit. It is something we craft: city by city, leader by leader, choice by choice.”
